The SimCity series spans many years and there is a more recent iteration; SimCity. SimCity 4 was my favourite, though. It allowed for the player to manage and customise a detailed city.
Genre: Simulation.
Platforms: PC.
Difficulty: This is largely self-directed, but there is a difficulty setting for everyone.
Age-related suggestions: Can get complex. Probably more fun for older primary school kids and above.
